A VOZD (voluntary agreement for healthcare cost coverage) is a scheme that is available to those who have to (re)pay healthcare costs because they were uninsured for a certain period of time.

You have Dutch health insurance because you work in the Netherlands. You and/or your family live abroad with your. If they have little or no income themselves, you can take out health insurance for them through the CAK.

You are receiving a pension or a benefit from the Netherlands. And you live abroad or are going to emigrate. You then close your health insurance in the country where you live. If this is a treaty country, you arrange this via the CAK.
